The Active Transportation Master Plan (ATMP)
The ATMP will focus on non-motorized or active modes of transportation, like walking or riding a bike, within the City of Victoria and its surrounding ETJ. The ATMP began in January 2023 and is still ongoing. Ben Wilson Street Corridor Study
A corridor study was completed along Ben Wilson Street between Business U.S. Highway 59 and Sam Houston Drive. The study identifies design treatments to improve the overall safety of the corridor, particularly addressing pedestrians and bicyclists. It incorporates the anticipated new development along Ben Wilson Street from the University of Houston-Victoria.
Both the final report and presentation given to the Metropolitan Planning Organization Policy Advisory Committee have been provided; this study was completed in 2016.
U.S. Highway 87 & Farm to Market Road (FM) 447 Corridor Alignment Study
An alignment and lane configuration study was completed for the U.S. Highway 87 and FM 447 intersection to analyze alternatives that will reduce the occurrence of crashes.
Various alternatives were considered, including:
- Flashing lights on either side of the roadway
- A stop sign with flashing lights
- Grade separation
- Relocating the intersection by 370 feet
Final Determination & Completion
Following the complete analysis, grade separation was determined as the preferred option; it is anticipated to improve safety by 80%. The study was completed in 2012. This project began construction in 2016, and is expected to be completed in 2018.
State Highway (SH) 185 & Farm to Market Road (FM) 1432 Intersection Study
An intersection study was completed for SH 185 and FM 1432. The Metropolitan Planning Organization (MPO) and Texas Department of Transportation (TxDOT) identified this intersection as a high priority for future improvements due to its proximity to the Port of Victoria. Truck traffic to and from the port has dramatically increased over the last two years (2010 to 2012) and is only expected to increase; consequently, significant congestion and traffic safety issues will continue to persist.
Alternative Intersection Layouts
This project identified alternative intersection layouts and developed cost estimates for potential highway improvements. The end product will provide viable intersection alternatives the MPO’s Policy Advisory Committee and TxDOT can consider. This information is necessary for TxDOT to move forward with securing funding for the needed improvement.
Completed in 2012
This study was completed in 2012. This project is currently on the unfunded project list in the Metropolitan Transportation Plan.
Signal Timing Coordination Study
Traffic signal timing analyses were performed along Navarro Street, Main Street, and Houston Highway/Rio Grande Street. The project includes data collection, the development of existing conditions models, and the delivery of timing plan optimizations and improvement plans.
The coordination of these signals is anticipated to result in improved traffic flow characteristics, including fewer vehicle stops and delays. This project is shared between the Metropolitan Planning Organization and the City of Victoria Public Works Department. This study was completed in 2015.
