2020 Analysis of Impediments
The Analysis of Impediments is designed to identify and assess impediments to fair housing that were addressed the previous grant year and to assist in the process of Fair Housing Planning for the current grant year.
The Analysis of Impediments is a U.S. Department of Housing and Urban Development (HUD) mandated review of impediments to fair housing choice in the public and private sector.
The Analysis of Impediments is required for the City of Victoria to receive federal housing and community development block grant funding.
The Annual Action Plan
Annual Action Plans provide a concise summary of the actions, activities, and specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified in the Consolidated Plan.
The U.S. Department of Housing and Urban Development (HUD) requires cities to create a new annual action plan once every year.

The Citizen Participation Plan
The Citizen Participation Plan is a required part of the consolidated planning process. This plan details the many ways the City of Victoria encourages ample citizen participation in the Community Development Block Grant program.
2020- 2024 Consolidated Plan
The Consolidated Plan is designed to help states and local jurisdictions assess their affordable housing, community development needs, and market conditions and to make data-driven, place-based investment decisions.
The U.S. Department of Housing and Urban Development (HUD) requires cities to create a new consolidated plan once every 5 years.

The Consolidated Annual Performance and Evaluation Report
The Consolidated Annual Performance and Evaluation Report (CAPER) is a report on the accomplishments toward the goals and objectives of the 2020 to 2024 Consolidated Plan during the program year October 1 to September 30.
The purpose of the CAPER is to allow citizens and local officials, as well as the U.S. Department of Housing and Urban Development (HUD) to evaluate the City’s overall performance for the Community Development Block Grant (CDBG) Program.
