The City of Victoria offers medical, dental, vision and prescription drug coverage to all full-time employees. Medical and dental benefits are effective 30 days after the first day of employment. Vision benefits are effective the first of the month after the first day of employment.

Both the Flexible Spending Account (FSA) and the Health Savings Account (HSA) offer tax-advantaged ways to pay for eligible healthcare expenses.

Employees
Full-time employees will have the option to elect Life/AD&D coverage at 1 times, 2 times, or 3 times their annual base salary, rounded to the next highest $1,000, up to $500,000 with a minimum of $10,000.
Dependents
Dependent Life coverage will also be available for the employee to purchase. Life/AD&D coverage is effective the first of the month after ninety days of employment.
For new employees, Long-term and Short-term Disability coverage will be effective on the first of the month after ninety days of employment. Employees are eligible to enroll at anytime during the year however, coverage approval is subject to Evidence of Insurability (EOI).
About
On the first day of employment, full-time employees are enrolled in this mandatory pre-tax retirement plan. The City will automatically deduct 6% of the employee’s gross salary each pay period. The City also contributes 2 times the employee’s contribution in the retirement program.
To retire with the City of Victoria, an employee must have five years of service and be age sixty or have twenty years of service and be any age. If the employee dies while an active employee with the City, this plan provides an amount of Supplemental Life Insurance equal to the employee’s average annual salary at the time of death.
In addition to TMRS, the City has adopted another retirement plan. This is optional and can provide an additional retirement benefit. This plan is considered a "tax shelter" meaning that contributions made to the plan are not taxed until withdrawn. Early withdrawal is strictly limited. The City does not contribute to this plan.
Elected Officials and employees of the City of Victoria have the option to join the Victoria City-County Employees Federal Credit Union. The Credit Union pays excellent dividends on your savings for a good return on your money. Once you are a member, you are always a member as long as you remain in good standing with the Credit Union and maintain a balance of $25 in your account.
Sick Leave
Paid sick and vacation leave is accumulated on a biweekly basis beginning the first day of employment. Full-time employees accumulate twelve days of sick leave per calendar year.
Vacation Leave
The amount of vacation leave accrued is based on years of service and/ state law mandates. Paid sick and vacation leave time is available to use as the employee accrues it.

Floating Holiday
Full-time employees receive this paid holiday every January 1st in honor of September 11, 2001. This holiday can be used at any time during the year.
Full-time employees will receive $48 for each completed year of employment, to a maximum of twenty-five years.
The City of Victoria’s wellness program will reimburse full-time employees and retirees monthly health club membership dues as follows:
- $20 if you work out at least 10 times per month
- $30 if you work out at least 15 times per month
- $40 if you work out at least 20 times per month
Direct Deposit is available and strongly encouraged for all City of Victoria employees. Employees that are signed up for direct deposit will receive payroll funds first thing on the morning of payday.
Not only is this convenient for both the employee and the City, but it also keeps your funds safely secure from theft.
