District 1 - Rafael DeLaGarza, III

Rafael DeLaGarza III is the City Council representative for District 1. He is an EMS instructor/coordinator with Victoria College and a former City of Victoria Paramedic/firefighter. DeLaGarza was born and raised in Victoria, and in the district he represents. He graduated from Victoria High School and earned his paramedic/firefighter certificate from Victoria College. He is a member of the Victoria Housing Finance Corporation and the Victoria Main Street Program board. He was first elected to the City Council in 2016.
